A ‘voile’ is specifically a cast concrete wall, i. There are masses of references readily available for ‘semelle’ too. It just means that part of this other building has been allowed to be built on someone else’s land.

It might need a tweak to make it fit the context that it is only the footing, not the concrete wall, that crosses the boundary. Yes, of course, that’s why they expresed it that way! We had this term several times and I remember the answer ‘shell’. For the moment I cannot add links as I am posting from my smartphone. As BDF says, ‘shell’ wouldn’t be the right term here; at best, it might possibly apply to ‘voile’ — but it isn’t below the foundation, but vice-versa. I am reposting my findings in order to correct the sequence of terms.
